NLCOG Approves Feasibility, Environmental Assessment

After three-hours of contentious, often heated debate, the Northwest Louisiana Council on Government’s (NLCOG) Metropolitan Planning Organization / Transportation Policy Committee passed an amendment to the fiscal year 2012 Transportation Improvement Plan to include a Stage 0 / Stage 1 Feasibility and Environmental Assessment for the extension of LA Highway 3132.

All the major players at the center of the 3132 controversy spoke during the meeting, including The Oaks of Louisiana Executive Director Margaret Elrod, Twelve Oaks developer Tony Janca and Esplanade developer Tim Larkin. Heated exchanges between Shreveport Mayor Cedric Glover and political watchdog and Twelve Oaks resident Elliott Stonecipher raised the tension level of the meeting.

Janca offered what he believed to be a “solution” to the controversy, a plan which he said has been in existence since 2004-05. Glover disputed Janca’s claims that a new route had been on the record. Janca’s point was confirmed by NLCOG committee member Charles Kirkland, who represents the Shreveport/Caddo Metropolitan Planning Commission. Kirkland said that the map used by Glover showing a proposed “Inner Loop Corridor” was out of date and should have been removed by the City of Shreveport’s engineering department.
